Haven't made it over yet this year, but I have eaten at, and can highly recommend, Pan y Vino and Sa Pedrera des Pujol in Torret and Biniarroca just outside St Lluis on the road to Es Castell.

Last year we had the Pan y Vino tasting menu. Really, really delicious food.

Yes and there was an attempt to introduce what I think was a similar tax to the Balearics some years back.

The place where we stayed simply didn't collect it as I recall. I don't know how they accounted for it later, if at all, nor if the tax sort of died away because of lack of interest.
