You could be completely correct in some cases. I could rout my internet connection through my own server for £0.00 which is located in the UK, but anyone with half an idea would be able to see that the IP address is owned by a hosting company, not a domestic internet services provider.
Instead I use a commercial offering. I chose the company because they provide domestic internet access to the general public similar to talk talk, plusnet, Zen Internet, virgin etc. If any "streaming services" blocked access from the IP range assigned to them they would also block a sizeable proportion of genuine UK users. One day I may have a particular IP Address assigned to me, the next day that same IP Address could be assigned to Mary Rose of Portsmouth Avenue Dagenham, Essex
